John identifies himself here as the elder, the same as in II John, as one speaking with apostolic authority. He is writing to a well-beloved member of the church. John has commendation for two named members of the church, but for one man, he makes condemning comments.  Two of them were walking in truth, but the other one failed miserably and was not acting godly.
